Pasadena requires a building-official permit to erect, enlarge, alter, or move any fence or wall, with exceptions only for barbed wire, minor repairs, or an exact replacement with no change in material or location. The fee is $20 for each 500 linear feet (or part thereof) of fence or wall, gates and doors included; the application needs a scaled site plan, a description of materials, and a complete legal description of the property including setback, building, and property lines. Maximum fence height is 7 feet, except that all storage yards must be enclosed with an opaque fence at least 7 feet high. No fence may be built on or inside a city, Harris County, or TxDOT drainage easement. Notably, the City of Pasadena has no zoning ordinance; land use is instead governed by local codes, ordinances, and any applicable deed restrictions, which the city does not maintain records of (recorded copies are available from the Harris County Clerk's Office).
