Nearly all of Sugar Land's master-planned communities (First Colony, Sienna, Riverstone, New Territory, Greatwood, Telfair, and others) layer an HOA architectural-review requirement on top of the city permit, and Texas Property Code Section 202.023 prevents an HOA from prohibiting a fence outright, though it can regulate material, height, style, and color.
