City of Sugar Land Building and Development Services;

Sugar Land requires a Building – Fence permit for any new fence installation or for changing the dimensions of an existing fence, regardless of height; a like-for-like replacement that keeps the same dimensions does not need a new permit. Applications go through the city's Citizen Self Service (CSS) online portal. Nearly all of Sugar Land's master-planned communities (First Colony, Sienna, Riverstone, New Territory, Greatwood, Telfair, and others) layer an HOA architectural-review requirement on top of the city permit, and Texas Property Code Section 202.023 prevents an HOA from prohibiting a fence outright, though it can regulate material, height, style, and color.

No confirmed permit trigger for standard residential fences

Fort Bend County's own general permit page lists only two triggers for unincorporated areas: work within a FEMA-designated floodplain, or construction of a fully enclosed structure or concrete slab of 400 sq ft or larger. A standard wood or vinyl residential fence does not meet either trigger unless it involves masonry/concrete construction or is located within a floodplain, in which case a floodplain development permit would be required.
