Lee's Summit does not require a building permit for residential fences, regardless of height. Residential fences are limited to 6 feet in the rear and side yards (behind the front face of the house) and 4 feet in the front yard; they may not use barbed wire or be electrified, the finished side must face outward toward adjoining properties or streets, and a fence may be built to the property line. Commercial fences are different: they require a permit when over 6 feet, must be fully designed by a licensed architect or engineer, and any commercial fence over 6 feet needs Planning staff approval.
