Retaining walls are permitted where reasonably necessary due to topography, set back at least 2 feet from any street right-of-way, and any retaining wall over 3 feet must have fencing. Fences, walls, or hedges are not allowed in the street-right-of-way setback area, and along arterials they are allowed only when approved as part of a master fence/screening plan.
