The city's own zoning code (Chapter 16.12) exempts decks, platforms and patio slabs from a land use permit when they do not exceed 30 inches above natural grade, are not built over a basement or structure, and are not part of a discretionary review or condition of approval, a height-only test with no separate area cap on the zoning side. The general California building-permit exemption of 200 square feet still applies separately for the building-code side. Fences and walls up to 7 feet in residential zones are exempt from land use permit requirements unless located in the required front or street-side setback.
