The city's own "Do I need a building permit?" page quotes the 2022 California Building Code exempt-work list directly, which carries the standard 200 square foot, 30 inch, not-attached deck exemption alongside the 120 square foot accessory-structure exemption also quoted verbatim on the page. Elk Grove's own accessory-structures ordinance (EGMC 23.46) adds a real design-review layer beyond the building permit: an accessory building in an RD zone with a footprint of 800 square feet or more needs a minor design review before a building permit can be issued. Major permit fees are split 60 percent collected at submittal for plan review and 40 percent at issuance for inspections.
