City of Plano Building Inspections Department

Plano requires a Residential Fence Permit for new fence installation; only repairs to an existing fence not exceeding 25 percent of the fence area within a 12-month period are exempt from a permit. Masonry fences, brick columns, and retaining walls over 4 feet (measured from grade to top) must be dated, designed, signed, and sealed by a Texas-registered engineer; a permit is not required for a retaining wall 4 feet or under unless it supports a surcharge or impounds Class I, II, or III-A liquids. A fence greater than 8 feet needs Board of Adjustment approval before a permit can be issued. Fence height must comply with the zoning ordinance, and commercial pool/spa fences must additionally meet Texas Health and Safety Code requirements. Products not manufactured for fencing (plywood, corrugated steel, barbed wire, fiberglass panels) are prohibited.
