Carmel requires a fence permit (Improvement Location Permit) from the Building Safety Office for all new and replacement fences within city limits; any repair affecting more than 50 percent of an existing fence also triggers a permit. Zoning generally caps backyard fences at 6 feet and front-yard fences at 3.5 feet (42 inches), with front-yard fences required to be at least 50 percent transparent; chain link is prohibited in front yards. Carmel requires the finished (non-structural) side of the fence to face neighbors and the street. All projects, including fences, must comply with the 2020 Indiana Residential Code (2018 IRC with Indiana amendments).
