City of Naperville Permits & Licenses

Fences may not exceed 6 feet in height, except along major arterial roadways where up to 9 feet is allowed. The finished side of the fence must face away from the lot on which it is constructed. A fence over 3 feet may not extend nearer to the front lot line than the front facade of the principal building, and corner side-yard fences must be set back to the corner side-yard line. Near an electrical transformer, a 5-foot clearance with a removable panel or gate is required, or 10 feet if no gate is provided. Naperville spans DuPage and Will counties; unincorporated DuPage County's own fence process separately requires an Entrance Permit or Bond, a Performance Bond, and current Contractor Registration, a heavier process than the city's direct permit.

DuPage County, IL Building & Zoning Department

In unincorporated DuPage County, a permit is required for a fence of ANY material at ANY height, applied for online through Accela Citizen Access (DuPage County Building Code, updated effective January 1, 2024). The county requires a Plat of Survey signed and sealed by an Illinois-licensed land surveyor showing the fence to scale with distances to lot lines. Two DuPage-specific rules: the finished side of the fence must face OUT toward neighbors, with posts, supports and braces on the owner's side; and where a fence crosses a drainage or utility easement, the bottom must sit at least 3 to 4 inches above grade so it does not block drainage (plus a notarized Drainage Easement Agreement signed by all deed holders). Contractor registration is required, and a refundable performance bond is included in the permit fee.
