Municipal Code 13-32-200 requires a Department of Buildings permit for any fence over 5 feet, or a solid fence of any height visible from a public street on landmark-designated property. This 5-foot permit threshold sits below the general 6-foot zoning height limit for residential fences, so a fence between 5 and 6 feet is zoning-compliant but still needs a permit. Fences in the required front setback drop to 54 inches if more than 20 percent opaque (Zoning Ordinance 17-11-0202-C, 17-17-0309). Simple fence permits run through the city's Express Permit Program.

Cook County splits into two very different worlds. In unincorporated Cook County, a permit is required for a fence of ANY material at ANY height, applied for through the county E-Permits system with a $100 deposit, a plat of survey signed by an Illinois-registered surveyor (dated within 5 years), and the property PIN; the finished side must face out, poles and braces on the owner's side, with a 6-foot maximum along a common lot line and 3 feet in front yards and corner side-yard setbacks (a variance from the Zoning Board of Appeals is needed to go higher).
