Goodyear requires a building permit before installing any fence that exceeds 6 feet in height. In residential and agricultural districts, no open wire fence (including chain link) is allowed in a front yard, and the maximum height of any freestanding wall or fence in a required front yard is 3 feet, except for walls forming a decorative portal. Open wire fences exceeding standard height limits may be built around schools or similar public facilities when necessary for occupant safety, and around tennis or pickleball courts by Use Permit or administrative approval. In I-1 and I-2 industrial districts, walled storage areas may include 3-strand barbed wire or barbed tape up to a maximum 8-foot height for security. Chain-link fencing on residential lots is generally prohibited except in AG/AU districts or on lots under 20,000 square feet within subdivisions recorded before 1975.
