All retaining walls require a permit regardless of height. Fences not over 7 feet are exempt from a separate engineering analysis requirement, but still need the building permit itself once above 3 feet; height is measured from the natural grade inside the enclosure. No fence or wall may be placed within the public right-of-way. Chain-link fencing is prohibited on commercial and residential development sites except temporarily during approved construction; it is permitted in Industrial Districts but must not be viewable from public rights-of-way.
