Killeen exempts structures under 20 square feet, and fences under 24 inches, from a building permit, per the city's own Fences, Sheds and Accessory Structures brochure, though the structure must still meet all setback requirements. No shed over 80 square feet can be placed inside a utility easement, and no concrete foundation slab is allowed within an easement. Max fence height in side and rear yards is 8 feet, and fence columns cannot exceed 12 inches above the overall fence height. All accessory-structure and fence permit applications go through a plan review at the Building Inspection office, 100 E. Avenue C.
