Eugene does not require a building permit for a small storage shed or play equipment, following the statewide Oregon exemption for a non-habitable, detached, one-story structure under 200 square feet with a wall height of 10 feet or less; a permit is required if the shed exceeds 200 square feet, has plumbing, electricity, or heating, or is meant to be lived in. Work exempt from a permit still needs to meet building code requirements as well as local code requirements for setbacks and height. Portions of Eugene near the Willamette River and its tributaries fall within FEMA-designated Special Flood Hazard Areas, which can add requirements even for an otherwise exempt shed.
