Temecula exempts a one-story detached accessory structure used as a tool or storage shed, playhouse, or similar use from a building permit when the floor area does not exceed 120 square feet, per the city's own published exemption list. Fences not over 7 feet high are separately exempt, and garden walls not over 4 feet high and retaining walls not over 3 feet high (unless supporting a sloped surcharge) are exempt under a Temecula-specific amendment stricter than the standard California Building Code 4-foot retaining-wall threshold. Work started without a required permit is subject to double permit fees as a civil penalty, capped at the permit fee plus $500.
