Clovis exempts a one-story detached accessory building used as a tool or storage shed, playhouse, or similar use from a building permit when the floor area does not exceed 120 square feet, per the city's own Building FAQ. Fences not over 7 feet high, whether wood or block, are separately exempt. Retaining walls not over 4 feet, measured from the bottom of the footing to the top of wall, are also exempt unless supporting a surcharge or impounding certain liquids. Clovis operates under its own General Plan and Municipal Code, separate from neighboring Fresno, though the two cities share a border.

Anything larger, taller, on a permanent slab, or with electrical or plumbing needs a permit. In Fresno County the shed must also meet zoning setbacks (commonly 5 feet from side and rear lines) and, in fire-hazard zones, ignition-resistant requirements.
