Porter County's building code, Title 15 of the County Code, defines swimming pools as included within the statutory meaning of "structure" per Indiana Code 22-12-1-24, so a pool requires the same improvement location permit and building permit as any other structure, with no small-pool carve-out at the county level. Pool installers must be registered with the Porter County Plan Commission for the current year before work begins, a separate step from holding a state contractor license. The county's adopted frost depth for footings is 36 inches, deeper than the 30-inch figure used in much of central Indiana.
