The county's own permit application states that the pool cannot be used or occupied until a Certificate of Occupancy has been issued by the Planning & Building Department, and requires the color, pattern, or finish of the pool interior to be white or light colored so that objects and surfaces within the pool remain identifiable, a specific state code requirement under 675 IAC 20-2-3.
