Delaware County's Building Commissioner still enforces the 2006-edition International Building and Residential Codes, an older edition than most jurisdictions reviewed have since adopted, and explicitly lists both above-ground and in-ground swimming pools among the structures requiring a permit in the unincorporated county, alongside an unusual general exemption line: detached accessory structures under 200 square feet need no permit, but pools are called out by name as always requiring one regardless of that threshold. Seven municipalities, the City of Muncie plus the towns of Yorktown, Eaton, Gaston, Albany, Selma, and Daleville, are excluded from the county's jurisdiction and each run independent permitting.
