Fence Installation Permits in Suffolk
Local Rule
Suffolk Department of Planning & Community Development,
Suffolk requires a zoning permit for any fence or wall: the applicant submits a New Application for Services (Zoning), a property survey showing the fence location, and payment, and a Permit Technician reviews and issues the permit before construction; if the property has septic or a well, Health Department approval is also required first. Section 31-701(c)(1) of the Unified Development Ordinance caps fences and walls in side or rear yards at 8 feet; fences and walls generally may not be placed in a yard adjacent to a street except where allowed for screening, security, or safety purposes, and any fence near a street must still meet sight-triangle and visibility standards.

How This Compares to Virginia Statewide
Virginia has no county government, so there is no county-level rule to compare against. Here is what applies at the state level instead:
Fences are governed mainly by local zoning, not a statewide building permit. Cities set height limits (commonly 3-4 ft in front yards and 6 ft in back and side yards), setbacks, and corner sight-line rules, and many require a zoning permit for any fence. Most jurisdictions exempt fences up to 7 ft from a building permit (IRC R105.2) and require one above that. Replacing a fence at the same height, material, and location usually needs no permit; a fence used as a pool barrier always does.
