Irving requires a fence permit application and plans before installing a new fence, reviewed by the Inspections Department at City Hall; only repair or replacement of an existing fence under 6 feet is exempt from a permit, while any new fence requires one regardless of height. A fence may not exceed 8 feet above the adjoining ground level; front-yard fences are capped at 4 feet and must be at least 50 percent see-through, with vertical support posts and gates extending no more than 6 inches above the fence top. A screening wall or fence for equipment may not exceed 16 feet, or more than 2 feet taller than the equipment it screens. When a fence is adjacent to public property, the Director may require a survey showing the final fence location. Fee schedule is set out in Land Development Code Section 8B-3.
