Eugene requires a building permit for fences over 6 feet high; in residential districts, fences up to 6 feet in the interior (side and rear) yard are allowed without a permit. In the required front-yard setback, a fence may be up to 42 inches by right; on corner or double-frontage lots, a fence between 42 inches and 6 feet is permitted in one of the two front-yard setbacks, provided it does not extend past a line created by an extension of the dwelling's front wall. Deer fencing up to 8 feet is separately allowed in the R-1 zone's front and interior yards if it provides a clear view (minimum 8 square inches of open area between wire strands, no horizontal wood or metal components). A pool or body of water deeper than 18 inches must have an enclosure at least 4 feet high with self-closing, self-latching gates. Barbed wire may not be used on a fence adjacent to a public way if it creates a safety hazard.
