Lowell does not require a building permit for a fence up to 6 feet in height, which may be located on or close to a lot line; a fence cannot obstruct views on corner lots. A fence over 6 feet requires a building permit. A detached garage on the same lot must sit at least 5 feet from side and rear property lines and at least 10 feet from the principal structure, and be no more than 1 story; a shed up to 120 square feet and 16 feet tall may be located within the side and rear yard setbacks without a building permit.
