Palm Coast requires a Building Division permit for any new fence, with no stated height exemption: the application package needs two site plans showing property dimensions, existing structures, proposed fence location, all setbacks, and any landscaping, plus a Notice of Commencement for jobs over $2,500 and a construction-lien-law affidavit; walls additionally require signed and sealed construction drawings. Maximum fence height is 6 feet citywide. Fences and walls are prohibited within the front setback. The finished (good) side of the fence must face the neighbor or the street. Chain-link fencing must be black and is prohibited along arterial and collector roadways, and where installed the pointed ends must face the ground.
