Temecula exempts fences not over 7 feet high from a building permit, per the city's adopted exemption list under Municipal Code Chapter 15.04. Zoning caps solid fences, hedges, and walls within the front setback at 3 feet to maintain visibility for pedestrians and vehicle ingress/egress; behind the front setback, in the side and rear yards, walls may reach 10 feet, except a taller wall may be needed to screen service areas. Any wall or fence, regardless of height, is subject to city review and approval through development plan review or approval by the Development Services Manager. A sight-visibility triangle at street intersections must stay clear of obstructions over 36 inches from the top of the curb.
