Moreno Valley exempts fences not over 6 feet high (of wood, wrought iron, or chain link) from a building permit; masonry or concrete block walls under 3 feet, measured from the top of the footing, are also exempt. Zoning under Chapter 9.08 caps a solid fence or wall outside vehicle sight-lines at street intersections at 3 feet, while an open fence or wall (at least 75 percent open above 3 feet, allowing light and air passage) may reach 6 feet; height may be increased by up to 1 foot where sloping topography or a grade difference between adjoining sites warrants it. No fence or wall may be placed within a city right-of-way without an encroachment permit from the city engineer.
