Irvine exempts fences not over 7 feet high from a building permit, per the city's own Permits Not Required page; walls and fences greater than 7 feet, or any community pool security fence regardless of height, require a building permit under Zoning Code Chapter 3-35. Height limitations under the Zoning Code still apply even to permit-exempt fences: fences and walls in the front setback area may not exceed 2.5 feet above grade at the property line, increasing by 1 foot for every 3 feet the fence is set back; on corner lots, walls and fences on the street side may reach 7 feet if there are no driveways along that side of the house. Prohibited materials include barbed wire, wire, electronically charged fencing, plain exposed concrete block, plastic materials, chain link, and grape stakes. Fences restricting entry to a private community pool may reach 8 feet.
