Mesa does not require a building permit for fences up to 6 feet high on property zoned for single-residence use, under Title 4, Chapter 1 of the city code; the exemption drops away on Desert Uplands Development Standards land, inside a Historic Preservation Overlay District, on a designated historic landmark site, or where the fence sits on a public easement. Front-yard fences are capped at 3.5 feet in residential and agricultural districts (4.5 feet if the top 1.5 feet is see-through); side/rear yards are capped at 6 feet in residential/agricultural districts, rising to 8 feet in other zoning districts, under Title 11, Chapter 30. Electric fences are prohibited citywide, along with fences fitted with glass, nails, or other injury-causing attachments; barbed or razor wire is restricted to a maximum of 3 strands or 1 coil. Retaining walls under 4 feet, measured from the bottom of the footing, are also exempt unless supporting a surcharge load.
