The city's own municipal code (Sec. 1305.02(I)) states the exemption verbatim: decks not exceeding 200 square feet in area, not more than 30 inches above grade at any point, not attached to a dwelling, and not serving as the exit door need no permit. Toledo's historical design frost depth is 42 inches, among the deepest of any major Ohio city, deeper than Cincinnati (30 in), Columbus (32 in) or Cleveland (36 in), which pushes deck footings noticeably lower than in southern Ohio. An accessory building under 200 sq ft skips the building permit but still needs a Certificate of Zoning Compliance from the city.
