A real local layer: Raleigh notes Wake County Environmental Services approval is required before a building permit application if the property is on septic, and an Owner Exemption Affidavit is required when the homeowner acts as the builder.

In Wake County, a building permit is required for any deck more than 30 inches above grade at any point, OR any deck attached to the house regardless of height, because the ledger connection to the dwelling is a structural attachment that must be inspected. A low, freestanding, floating deck that stays under about 29 inches and is not attached can often be built without a permit (zoning setbacks still apply). Plans must meet the 2018 North Carolina Residential Code Appendix M (the deck-specific appendix); hand-drawn plans are acceptable if neat. Two Wake-specific points: a deck may NOT be built over a septic tank or its repair/drain-field area, if you have septic, Wake County Environmental Services (919-856-7400) must approve the location first; and North Carolina exempts replacing deck boards, railings, and stair treads from permitting as long as the project is $40,000 or less and you do not alter the load-bearing framing (a licensed NC contractor is required over $30,000).
