A narrow exemption exists for alteration, replacement or repair work on a 1- or 2-family dwelling valued under $1,000 within any 12-month period, but new deck construction is not a repair to an existing structure and does not qualify. None of the sections exemptions apply at all to 1- and 2-family dwellings located in a mapped Special Flood Hazard Area unless the building official determines the otherwise-exempt work does not constitute a substantial improvement.
